This is a mid-century figure by Toriart Italy, model #11801/7, "Oculist, Oculista" or Eye Doctor. 
Toriart figures (for Anri) resemble hand crafted wood but are a composite called "Sculptulite". The line was produced between 1956 and 1992.  
He is about 5 3/4" tall including the base.
